Ans: The Prime Minister of India is the deciding authority on how the Council of Ministers will be structured. Based on factors such as experience and seniority the Council of Ministers is divided into the following:
  • The Cabinet
  • Minister of State 
  • Deputy Minister
  • Parliamentary Secretaries
Cabinet is a part of council of ministers.
